The price of domestic tinplate (tinplate) continues to run at a high level.

key points of this article:

on May 24 last year, the Chinese government began to implement temporary steel protection measures, including the metal packaging industry with an annual consumption of about 1.5 million tons of tinplate. Metal packaging is closely related to people's life, mainly for the packaging of products in food, canned food, beverage, chemical industry, medicine, health, cosmetics and other industries. The soaring price especially affects the deep processing of agricultural and sideline products. Due to the continuous rise of tinplate, more than 1500 low profit enterprises have been in trouble to ensure the orderly opening of epidemic prevention and control work, especially large enterprises with large investment and advanced equipment that consume more than 10000 tons of tinplate per year. Since last June, it has been widely used. In March, we have submitted seven detailed representations to the national competent authorities, which has attracted the attention of the State Economic and Trade Commission. On March 6, the State Economic and Trade Commission hosted a price coordination meeting between China Packaging Technology Association, China Iron and Steel Industry Association, Baosteel and Wuhan Iron and Steel Co., Ltd., requiring iron and steel enterprises to conduct research. So far, it has failed

the price of tinplate has been rising since last June, putting the whole industry of metal packaging with tinplate as the main raw material into trouble. At the same time, it also triggered numerous chain reactions in downstream industries of metal packaging. It is believed that the continuous and rapid price rise is incomprehensible and unfair. This is not a natural law of market supply and demand, but an abnormal business behavior. Therefore, the downstream industries that increase the purchase cost of the can making industry do not agree to transfer the price increase (especially the enterprises that have signed futures contracts before the temporary insurance measures are more difficult to increase the price). So that the whole industry is "squeezed"

what the can making industry did not understand was that, based on the results of in-depth investigation by the State Economic and Trade Commission, it ruled on November 20 last year that tinplate was not included in the temporary insurance measures, and that it had no causal relationship with the import volume of tinplate. After the announcement of the ruling, the whole industry was relieved. What was unexpected was that after the abolition of high tariffs, the price of tinplate should fall back but continue to rise, which confused the whole industry and pushed the metal packaging industry to the edge of life and death. Taking the 25/25 base price of 0.20 thick tin layer in April before the implementation of anti-dumping interim protection measures last year as an example, the average market price was 5.300 yuan, increased to 6.400 yuan in November, with an increase of 20.76%, and increased to about 6800 yuan in February this year, with a cumulative increase of 27.36% over April last year. Since February, some manufacturers have continuously reported that Baosteel has notified to raise the price by 200-400 yuan, which has been implemented since April 1, reaching 7000-7200 yuan, an increase of 35.85%. At the same time, foreign tinplate makers have followed the trend and increased their prices by 40% from May last year to February this year. During this period, foreign tinplate makers have taken measures to reduce production and protect prices. As a result, metal packaging enterprises can not achieve the purpose of stabilizing prices through foreign procurement, so that enterprises with tinplate as the main raw material have no choice but to reduce production, and it is better not to do more, less and less. Some enterprises have stopped production and laid-off workers have added unstable factors to the society. Why is it that the buyer's market of tinplate for many years has suddenly changed into a seller's market, so that foreign businessmen can benefit from it? Instead, it pushed the metal packaging industry to the point where it could not survive. We believe that this is an artificial behavior, not caused by market regulation

in the past, state-owned enterprises represented by Baosteel and WISCO were competitors with Sino foreign joint ventures that imported raw plates for tin plating in China, but now they have set up a united front - tinplate fraternity. The result is obviously monopolistic behavior. Since Baosteel was put into operation, it may have some losses in order to promote to the market when it was first launched. Although some losses should not take the opportunity of soaring prices to recover all the losses in the past, it seems a bit hasty. According to information from some users, Baosteel has not only made up part of the losses of the past tinplate, but also made a profit of more than 300million yuan. Whether it is accurate is uncertain

on the issue of market supply and demand, according to the statistics of packaging associations of provinces, municipalities and autonomous regions, downstream industry associations and market surveys, the annual sheet consumption last year was about 1.42 million tons. Baosteel can only produce iron with a thickness of more than 0.19 mm, while most enterprises in the packaging industry use ultra-thin and high hardness iron with a thickness of 0.14 to 0.18 mm. So far, Baosteel has no secondary cold rail and can only use the iron from various processing plants and imported iron. However, the price of imported tinplate has taken the opportunity to follow the trend, which is said to be related to domestic control and difficult to import. In particular, some brand high-end products must use imported iron, and some multinational companies' products are designated to use imported iron. What if we restrict the import of these famous brand products and the tinplate required by multinational companies? Moreover, the total output of Baosteel, WISCO and domestic tinplate processing plants is just over 1million tons, and the gap of 400000 tons must be imported. If the domestic price remains high and the import is restricted, how can we spend less money when the artificial domestic and import prices are moving in the same direction? If this situation does not change, multinational companies and domestic brand enterprises may find other packaging materials to replace them to resist the increase in the price of tinplate. At that time, the consumption of domestic tinplate will decrease. At that time, the tinplate market will return to the "buyer's market". I advise tinplate enterprises to stop raising prices first. I hope that in the long run, it is wise to return the prices to the normal prices. Don't forget that there will be worries in the near future

in particular, there are more than 30 large enterprises in the whole industry, whose consumption accounts for 1/3 of the consumption of the whole industry. These large enterprises are large-scale enterprises, and they can not turn around. The enterprises with small profits or losses from the original gross profit of only% have led to overall losses and faced the crisis of bankruptcy. Had to stop running. Domestic tinplate accounts for a very small proportion in China's total iron and steel output. However, it is closely related to people's lives, especially affecting the deep processing of agricultural and sideline products. For example, Haikou coconut tree group is a leading agricultural enterprise in the deep processing of tropical agricultural and sideline products, with more than 4000 employees and an annual output value of 1.8 billion yuan, ranking second in the total industrial output value of Hainan Province. In the past decade, the annual profits and taxes have exceeded 100 million yuan, and last year, the taxes paid were 135 million yuan. Their raw materials are all agricultural and sideline products. Due to the increase of tinplate prices and the increase of costs, they have been in trouble. The soaring prices not only affect the interests of consumers, but also make it difficult for farmers to get rid of poverty. In particular, the raw materials of cans, food and beverages all come from agricultural and sideline products. For example, COFCO group, Lulu Group, Shanghai Meilin group, Beijing org group and Fujian LianJian group are all enterprises that undertake packaging tasks for agricultural and sideline products

of course, as an industry association, while protecting state-owned assets, we cannot ignore a large number of foreign-invested enterprises. Their huge investment will not be repaid, which will have a negative impact on investment promotion in the future. In addition, we should attach great importance to the development of large private enterprise groups. From the current development point of view, due to the rapid rise of steel, industries such as home appliances, automobiles, shipbuilding, construction and so on have gathered together. On the contrary, it is hoped that iron and steel enterprises led by Baosteel will carefully consider the voice of downstream industries. Here are some hopes:

1. Ask the government to coordinate to stop the abnormal price rise of tinplate, and hope that the price of tinplate will return to the normal and reasonable price

2. Normal and reasonable prices should be purchased quickly. The purpose is to make small profits and quick turnover. Do not forget that the changes of the market economy have its regularity. The "deviant" rise in prices will not last long. Users will always be God. Please pay attention to this unchangeable law of market regulation and hope that you will study solutions as soon as possible

3. If we do not consider the voice of downstream industries, we will take corresponding measures to protect the interests of the whole industry when we have to

4. It is hoped that the competent government departments will coordinate and save 70% of the sheet cost as soon as possible, so that the enterprise can survive
